Biography
James R. Williams, a New Mexico resident for over 40 years, has been actively involved in fire and EMS for over 30 years. He has served in the capacity as Fire Chief for the Lovington Fire Department, and recently retired as City Manager for the City of Lovington, New Mexico. Although his municipal government service has ended, he continues to serve the public in the capacity as a Flight Paramedic for Med-Trans, serving with Aerocare IX in Hobbs, New Mexico.
James also currently serves as the Lea County, New Mexico Representative of the Eastern New Mexico Emergency Medical Services Corporation (EMS Region I & III) Board of Directors as President. James also serves as a member of the New Mexico Statewide EMS Advisory Committee and has served on the New Mexico Municipal Fire Chiefs Board of Directors. In his capacity of City Manager, James served on the Board of Directors for the New Mexico City Management Association, Chairperson of the Southeastern New Mexico Regional Transportation Policy Committee, as well as President of the Southeastern New Mexico Economic Development District/Council of Governments.
James has been speaking at various conferences in New Mexico and across the United States for over a decade. He is well known for his passion and dedication for EMS and strives to see it progress. His presentations are enjoyable due to his sense of humor, pleasant personality, and the ability to make individuals "think outside the box" so they can deal with common and future problems they, as providers, may face.
James is also sought out for his ability to create sound policy and strategy for local government organizations. During his tenure in City Management, James has presented educational topics to not only his management team but for his peers throughout the State of New Mexico. After his retirement from municipal government, James lends his 30 years of government service experience to others and is available to consult and assist with local government needs.
